Myndigheterna i Quebeck inför förbud att bära niqab i språkutbildningen.
The woman began taking a French course designed for immigrants at a Montreal college in February 2009 but she refused to remove her niqab while men were present.
The college was initially willing to accommodate her, but eventually balked as her demands escalated.
According to a report in Montreal's La Presse newspaper, she was allowed to give a presentation with her back to the class and asked men to move so they wouldn't face each other.
The breaking point occurred when the woman again refused to take off the niqab, though teachers had stressed it was essential they see her face to correct her enunciation and facial expressions.
In what appears to be a highly unusual move, provincial Immigration Minister Yolande James intervened. Officials from her department, acting with the minister's knowledge, met with the woman to discuss her options.
"The government has specific pedagogical objectives in its French courses," said James's spokesman, Luc Fortin. "We couldn't accept that these objectives, or the learning environment in the class, be compromised."

Mångkulturalism i Kanada (1)
Ibland tar sig den kanadensiska mångkulturalismen märkliga uttryck. Ett aktuellt exempel är franska språkets ställning i Quebeck. Språklagarna där tvingar barn till fransktalande och invandrare att gå i franskspråkiga skolor. Nu vill man täppa till de undantag som funnits vilket möjliggjort för resursstarka föräldrar att placera sina barn i engelskspråkiga privatskolor.
The government body overseeing the protection of the French language in Quebec is recommending that the province extend the strict provisions in the province's language law to non-subsidized private schools to limit immigrant access to English language schools or face “social deconstruction.”
The Conseil supérieur de la langue française recommended in a report released today that the National Assembly send a “clear signal” by voting unanimously for changes to the language law that reinforces French as the common language of instruction for all immigrants in order to preserve “social cohesion” and “linguistic peace” in the province.

Obligatorisk samhällsorientering för nyanlända i Quebeck
Den franskspråkiga kanadensiska provinsen Quebeck har nyligen infört obligatoriska klasser i samhällsorientering för nyanlända invandrare. Förutom att informeras om Quebecks gemensamma värderingar ska den som invandrar skriva på ett kontrakt om att de accepterar dessa. De värderingar som nämns är: Speaking French is a necessity; Quebec is free and democratic; it's secular; it's pluralist; it's based on the rule of law; men and women are equal; and exercising one's rights must be done with respect for others. The 30 men and women, freshly arrived on Canadian soil, seemed to already understand the liberal nature of the place to which they had decided to immigrate.

I Frankrike inleds i dagarna en rad statligt initierade debatter om fransk identitet.
'We must reaffirm the values of national identity and of the pride in being French,' said ... minister of immigration and national identity, Eric Besson.
'I want to launch a major debate over national values and identity,' Besson said, explaining that immigrants should be required to have a better mastery of the French language, of French history and culture. This was 'to reaffirm the values of identity and the pride of being French,' he said.
Besson was clear, saying that the burka is 'inacceptable' in France, but said that a law banning it in public was probably not necessary.
The public debates starting next week, and continuing over several months, will consider proposals such as a ban on women wearing burkas in public, and a requirement that all schoolchildren must sing the French national anthem, La Marseillaise, once a year.

The lower chamber of the Spanish Parliament has approved an immigration reform bill that would crack down on people entering the country illegally and makes it harder for foreigners with residency to bring over their relatives.
The Socialist government, which sponsored the bill, says it has to curb the influx of foreign workers because Spain's economic recession has led to a 17.9 percent unemployment rate.

Quebec law states that children can only attend English public school if a parent was educated in that language in Canada.
But prior to Bill 104, many immigrant families escaped the law. Until then, all it took to make an entire family eligible for English public school was to send one child briefly, for even less than a year, to an English private school.

Quebec inför krav på gemensamma värderingar
I Quebec, Kanada, har de beslutat att nya invandrare skriftligen måste intyga att de delar Quebec:s "gemensamma värderingar" för att få invandra. Några av de gemensamma värderingarna är franska som officiellt språk, jämställdhet och separationen mellan kyrka och stat.
Invandring till Quebec "är ett privilegium, inte en rättighet" sade Migrationsministern i samband med att förslaget lanserades. Beslutet bygger på en utredning som undersökt frågan om så kallad rimlig anpassning av kulturella och religiösa övertygelser. Där har bland annat den kända politiska filosofen, och grundaren till mångkulturalism som politiskt alternativ, Charles Taylor deltagit.

Missa inte Christian Råberghs beskrivning av Québecs kommission om mångkulturalism och anpassning på Tema Asyl. Kommissionen har haft tunga medarbetare, som den legendariska politiska filosofen - och främsta förespråkaren för en politisk mångkulturalism - Charles Taylor.
Syftet med kommissionen var "att ta ett bredare grepp om frågan om mångkultur, interkulturella möten och konfrontationer i Québec och bedöma vad som kan ses som en rimlig anpassning från olika etniska gruppers respektive majoritetssamhället och dess institutioners sida. I uppdraget ingick också att till regeringen i Québec ge rekommendationer om åtgärder och utvecklingslinjer.
En svensk läsare slås i första hand av den rättframhet och öppenhet med vilken problemen redovisas. En annan intressant skillnad – jämfört med motsvarande studier/utredningar i Sverige – är den optimism och pragmatism som präglar de lösningar och rekommendationer som kommissionen för fram. Utgångspunkter för förslagen är också de gemensamma värderingar, den gemensamma historia och, inte minst, den Stadga för mänskliga rättigheter och friheter som är grundvalen för provinsen Québec (och det kanadensiska samhället). Majoritetssamhällets anpassning är inte gränslös; rättigheter och skyldigheter är ömsesidiga."
